The UK and US have announced a significant commercial pact that will guarantee zero tariffs on UK medicine exports entering the American market.

Key Provisions of the Pact

As part of the deal, the UK has pledged to increase spending on medicines through the NHS. This move secures that import taxes on these key exports will remain at nothing for a period of the next three years.

This development follows previous threats to significantly raise duties on branded drug products, with potential rates floated as high as 100%.

"This arrangement between the United Kingdom reinforces the global environment for cutting-edge drugs and brings long-overdue equity to transatlantic drug exports," a statement noted.

Commercial Significance

Drugs constitute one of the UK's largest goods shipped to the US, which is clearly the largest destination for leading British pharmaceutical firms.

Statistics reveal that in the 12 months to the end of last September, the UK exported medicines totaling £11.1bn to the US. This value accounted for nearly one-fifth of total UK exports in that timeframe.

"This agreement protects jobs, boosts funding and facilitates the UK to establish itself as a global hub for life sciences," a government official stated.

Detailed UK Commitments

The deal involves several notable pledges from the British government:

  • Higher Cost Ceiling: The UK will raise the cost ceiling at which it judges new therapies to be too expensive by 25%.
  • Boosted Medicine Funding: There is a target to increase overall NHS spending on medicines from 0.3% of Gross Domestic Product to 0.6% over the coming ten years.
  • Rebate Cap: The amount pharmaceutical firms must refund to the NHS to stay within budget will be restricted at 15%. In the past, rebates topped 20%.

Broader Context

This agreement comes amid a long-running dispute between the drug companies and the ministers over drug pricing and regulatory access.

This friction were heightened by assertions that American patients were paying a premium for the identical medicines than patients in the other developed nations.

Recently, several large drug company projects in the UK have been delayed or cancelled, while substantial expansions have been pledged toward projects in the United States.

The Science Minister stated that the NHS had to spend more on drugs, noting that its budget allocation on drugs had declined as a percentage of its total funding over the past decade.
